서비스산업 외국인직접투자의 고용효과 분석

한국경제는 글로벌 금융위기이후 성장잠재력 하락과 함께 고용없는 성장현상이 심화되고 있다. 새로운 성장동력의 확충을 위해서는 제조업의 국제경쟁력제고뿐 아니라, 내수 중심의 서비스산업의 활성화가 필요하다는 주장이 설득력을 얻고 있다. 또한 서비스산업의 규제완화와 개방을 통하여 외국인직접투자 유치를 증대하는 것이 이러한 목적을 달성하는데 중요한 수단으로 재조명되고 있다. 본 연구는 서비스산업의 업종별 자료를 이용하여 외국인직접투자의 고용효과를 면밀하게 분석하였다. 1995~2014년 중 실질임금, 환율, 국내생산지수를 통제한 실증분석결과 국내 서비스업의 고용은 전반적으로 외국인직접투자에 의하여 긍정적인 영향을 받는 것으로 나타났다. 특히 도소매업, 금융 •보험업, 부동산•임대업, 사업서비스, 교육서비스, 단체 및 서비스의 경우 외국인직접투자는 고용에 정(+)의 유의한 영향을 미치는 것으로 나타났다. 서비스업종을 유통서비스, 생산자 서비스, 사회서비스, 개인서비스로 통합하여 분석한 결과, 외국인직접투자는 전 업종, 특히 사업서비스업의 경우 고용효과의 크기가 크고 통계적으로 유의한 것으로 나타났다. 마지막으로 서비스업을 지식기반서비스업과 전통적 서비스업으로 나눠서 분석한 결과, 지식기반서비스업의 경우 외국인직접투자가 고용에 통계적으로 유의한 영향을 미치는 것으로 나타난 반면, 전통적 서비스업의 경우는 그렇지 않은 것으로 나타났다. 본고의 정책시사점은 명확하다. 수출의 고용창출효과가 감소하는 상황에서 서비스산업의 지속적 발전과 고용창출을 위하여 외국인투자 유치에 적극적으로 힘써야 할 것이다. 특히 우수한 기술력을 가진 IT인프라를 기반으로 유망 지식기반 서비스업종을 집중적으로 육성할 필요가 있으며, 이를 위한 수단으로 외국인직접 투자를 적극 유치할 필요가 있다.
Abstract
The Korean economy is faced with serious structural problems such as a decline of potential growth rate combined with jobless growth. In order to cope with the negative impact of the global financial crisis and to achieve sustained economic growth it is essential to raise international competitiveness of the manufacturing industry as well as the service industry. As an instrument to vitalize investment and employment of the service industry the importance of hosting foreign direct investment (FDI hereafter) deserves due attention. Depending on whether FDI involves construction of new plants or simply the acquisition of existing facilities however the effect of FDI on employment in the service industry will differ. This paper aims to analyze the linkage between FDI and employment in the service industry. sing the panel data covering a sample period during 15:I214.I:IV we have estimated the effect of FDI on employment in the service industry. In doing so we have controlled the effects of determinants of labor demand such as real wage aggregate demand proxied by industrial production index and foreign exchange rates. Results reveal that FDI promotes employment. in the service industry as a whole and particulalry for wholesale and retail trade finance and insurance service real estate service community service education service social and personal services. When we classify the service industry into two categories traditional and the knowledge-based FDI in the latter appear to have a significant employment effect. In contrast FDI in traditional service industries did not show significant The policy implication of our study is straightforward. Korea needs to promote FDI in the service industry particularly in the knowledge based service sector. In this respect it seems prerequisite to utilize Korea's well advanced IT infrastructure to promote it.
