중국의 WTO 가입에 따른 FDI 결정요인 변화 분석: 지식-자본모형을 통한 접근

2001년 중국의 WTO 가입 이후 대중 FDI 유입이 급격히 증가함에 따라 중국 경제뿐만 아니라 세계 경제에서의 대중 투자에 대한 중요성이 날로 높아지고 있다. 이에 본 연구는 1993 2012년 OECD의 국가별 대중국 FDI 데이터를 이용하여 지식-자본모형을 기반으로 세계 각국의 대중국 FDI 결정요인과 주요 목적에 대해 실증적으로 분석하였다. 특히, 본 연구는 중국의 WTO 가입 전후 시기가 정책적투자 환경적 측면에서 FDI의 종류 및 목적의 대변환 시기였음을 인식하여, 분석 기간을 1993~2001년과 2002~2012년의 두 기간으로 나누어 주요 FDI 결정요인의 변화를 분석하고자 하였다. 분석 결과, 전체 기간에서는 수평적 FDI의 주요 결정요인이라 할 수 있는 시장규모와 시장의 유사성이 대중국 FDI 유입에 긍정적인 영향을 미친 것으로 나타났다. 그러나 중국의 WTO 가입 전 시기 경우, 수직적 FDI의 주요 결정요인이라 할 수 있는 양국 간 임금 및 기술격차가 FDI 유입의 결정적 요인이었다. 그러다가 중국의 WTO 가입 이후 시기 경우, 시장규모와 시장의 유사성이 대중국 FDI 유입의 주된 결정요인이 되었다. 이를 통해, OECD 국가 의 대중국 FDI는 중국의 WTO 가입을 계기로 수직적 목적의 투자에서 점차 수평적 목적의 투자로 그 성격이 변화하였음을 알 수 있었다. 이러한 분석 결과는 최근 대중국 투자의 기조 변화에 효율적인 대응이 필요한 우리나라 기업과 정부에 대해 유용한 시사점을 제공함과 동시에 기초자료로서 구체적인 근거를 제시하는 의의를 가진다.
Abstract
This paper aims to empirically estimate the determinants of China s ’ inward FDI and compare the transition before and after China's WTO accession, dividing FDIs into horizontal and vertical purposes. The paper examines bilateral FDI from the OECD database to analyze the determinants and purposes of 20 OECD countries' investment into China from 1993 to 2012 by using an underlying source of the Knowledge-Capital Model. The empirical result shows that China's inward FDI has been affected positively by economic scale and market similarity and negatively by geographical distance over the whole sample period. Before China's WTO accession, the difference in the level of wage affected China's inward FDI positively, implying that the vertical purpose was the main reason. After China's WTO accession, however, the result shows that the main reason for OECD counties investment into China turned to horizontal purpose with ’ positive coefficient estimates for economic scale and market similarity and a negative coefficient estimate for the difference in the level of wage.
