우리나라의 대중국 경제의존도와 제3국 진출형 해외직접투자의 활용방안

초록

본 연구는 對중국 경제의존도를 낮추면서 현지시장을 효과적으로 공략할 수 있는 방안으로서 제3국 진출형 해외직접투자의 활성화를 제안하였고 1991~2015년 우리나라의 제3국 진출형 해외직접투자 결정요인을 실증적으로 분석하여 정량적 근거를 제공하였다. 분석 결과, 대기업 중심의 旣진출 기업의 경우 투자대상국과 최종 목적지의 경제적 환경이, 중소기업 중심의 신규 진출 기업의 경우 비용절감수준이 더 중요한 투자요인이 되는 것으로 나타났다. 따라서 제3국 진출형 해외직접투자를 통해 우리 중소기업의 중국시장 진출을 활성화시키기 위해서는 향후 중국 주변국들과의 신규 FTA체결이나 개정에서 노동 및 환경과 관련된 불확실성을 낮출 수 있는 사항을 요구하여 투자대상국에서의 생산비용을 최대한 낮출 수 있는 방안을 강구하여야 한다.

Abstract

This paper introduces third-country export-platform foreign direct investment(E-FDI) in a way to reduce Korea’s economic dependence on China, and empirically examines its determinants over the period 1991-2015. The main results show that the economic environments in host countries and final destinations are more significant for the intensive margin, while the cost-reducing factors in host countries and final destinations are more significant for the extensive margin of Korea’s E-FDIs. Thus, the findings suggest that the Korean government ask improvements in the rules for labor and environment in FTA negotiations with China’s neighboring countries, especially for new entry of Korean medium and small-sized enterprises into the Chinese market.
