Abstract
In the field of industrial relations, ‘voice-monopoly frame’ is a widely acknowledged approach since Freeman & Medoff ‘s study. Labor unions may improve equity by encouraging socio-economically disadvantaged workers’ political participation. Meanwhile, they may also undermine equity in seeking of their and their members’ own and exclusive interests. Comparing different theories on political activity, predictions made through the civic voluntarism model are highly consistent with the union effect on the union members’ political participation such as voter turnout. The theory illustrates the elements such as resource, recrument, and recruitment, that make unions to encourage their members’ political participation. With the same reasoning, the model also assumes unions to promote political participation of the socially disadvantaged such as irregular workers. To test the assumption, this paper analyzed unions’ effect on political participation in South Korean elections since 2003 with data obtained by Korean General Social Survey. Labor unions in South Korea boost their members’ political participation. But no results verified the mediation effect that the union effect would be more substantial with irregular workers as the civic voluntarism model predicts. Through an interview with a labor union for irregular workers, it was rather found that Korean unions do not improve equity. This study discusses whether South Korean labor unions’ function toward their members is democratic or undemocratic based on both quantitative and qualitative analysis.
