노동조합이 취약계층의 고용에 미치는 영향

The Effects of Unionization on Employment of the Vulnerable Social Groups

초록

노동조합이 노동시장 성과에 미치는 이론적 연구가 이루어진 뒤 이를 확인하기 위해 많은 실증연구들이 시도되어왔다. 하지만 국내외 실증연구의 대부분은 노동조합이 임금과 생산성에 미치는 영향을 분석하는 것에 집중했으며, 분석결과도 혼재되어 나타난다. 특히 노동조합과 취약계층의 고용을 연계하여 분석한 사례는 많지 않으며, 그중에서도 여성의 고용과 연계해 분석한 사례는 찾아보기 어렵다. 무엇보다 노동조합과 취약계층의 관계에 대한 실증연구는 횡단면 분석에 한정되어 있어 인과관계를 설명하기 어렵다. 이에 본 연구는 한국노동연구원의 2005~2019년 장기의 사업체패널조사 자료를 이용하여 노동조합이 기업의 전체적인 고용과 취약계층의 고용, 특히 여성의 고용에 미치는 영향을 분석했다. 분석결과, 노동조합의 설립 이후 기업은 더 많은 근로자를 고용하는데, 특히 전체 근로자 중 정규직 비중과 여성의 비중이 증가하는 것으로 나타났다. 또한 노동조합의 설립은 여성 근로자의 비중을 높일 뿐만 아니라 신입직원 중 여성의 비중도 높인다는 결과를 보였다. 다만, 노동조합의 설립이 취약계층의 노동에 미치는 결과만 확인했을 뿐 왜 그러한 결과가 도출되었는지에 대한 세부 메커니즘은 밝히지 못했다. 아직은 관련 연구가 부족한 상황이기 때문에 향후 다양한 후속연구를 통해 더욱 심도 있는 시사점들이 도출될 필요가 있다.

Abstract

After theoretical studies on the effects of labor unions on labor market performance have been performed, many empirical studies have been attempted to confirm them. However, most of the empirical studies have focused on analyzing the effects of labor unions on wages and productivity, and their results are mixed. In particular, there are not many papers addressing the relationship between labor unions and the employment of vulnerable groups. Especially no empirical literature focusing on the employment of women has been found. Above all, prior studies on the relationship between the labor union and the vulnerable are limited to cross-sectional analysis, making it difficult to explain the causal relationship. Applying panel models to the data of the Workplace Panel Survey from 2005 to 2019, this paper aims to analyze how the overall employment of companies after the establishment of the union, and the employment of vulnerable social groups, especially the employment of women, has changed. The empirical results present that companies have hired more workers after the establishment of the union, and in particular, it was found that the proportion of regular workers rather than non-regular workers and the proportion of women increased. In addition, the establishment of a labor union increased the proportion of women among new employees. However, the detailed mechanism for why such results were derived was not disclosed. As related studies are still lacking, more in-depth implications need to be drawn through various follow-up studies in the future.
