4차 산업혁명 관련 핵심기술(AIㆍBig DataㆍBlockchainㆍICTㆍClouding)에 대한세계적인 관심이 고조됨에 따라, 주요 선진국들로부터 관련 실용과학 분야 산업육성 및R&D 정책의 중요성이 계속해서 강조되고 있다. 본 연구는 4차 산업혁명 중 핵심기술로자리 잡은 AI 기술에 대하여 정책 및 기술 발전 성과를 국가별로 비교하며 AI 기술에 대한 국가경쟁력을 국가 개입 이론을 활용하여 분석하였다. 급변하는 환경 속에서 경쟁국보다 선도적으로 AI 관련 첨단기술을 보유하기 위해서는 기존 산업 및 인프라에 적합한 성장모형을 도출하는 노력이 요구된다. 이를 위해 주요국의 정책 방향성을 비교 및 분석하고, 주요국의 AI 기술의 발전 성과를 살펴보면서 국가 개입 정도에 따른 서로 다른 발전모델을 논하였다. 본 연구를 통하여 국가 개입과 자율시장의 균형을 강조하는 유럽 강소국들이 AI 분야에서도 독특한 경쟁력을 발휘하고 있음을 확인하였다. 본 연구는 AI 산업에 있어 국제경영학적 시각으로 국가 개입 이론을 발전시키고 한국의 AI 산업 발전에 시사점을 제공하며, 관련 산업에 종사하는 기업들에 국제경영 환경에 대한 이해를 제고하여AI 산업 연구에 기여하고자 한다.
Abstract
With the worldwide attention to the core technologies of the 4th Industrial Revolution (AIㆍBig DataㆍBlockchainㆍICTㆍClouding), major advanced countries put emphasis on the R&D policies and industry development in the related practical science. This study compares major countries’ policies and technology performance for AI, i.e. the core technology of the 4th Industrial Revolution, applying the state intervention theory to the analysis of national competitiveness for AI technology. It is important to derive a right growth model which is suitable to the existing industry and infra, in order to take part in competition in a rapidly changing environment. This study analyzes the directions of major countries’ policies, monitors the countries’ performances of AI technology development, and traces differentiated development models depending on the degree of state intervention. This study finds that European small advanced countries, who emphasize a balance of state and market, achieve unique competitiveness on AI. This study contributes to the research on AI-related industry, and suggests a possible approach of AI development strategy for Korea.
