본 논문은 간단한 모형을 통하여 기술의 개발 혹은 소개시기와 사용시기가 다를 경우, 최적사용시기와 관련된 몇 가지 이슈(issues)에 대하여 알아보았다. 특히 인적자본을 준비하는 방법에 관하여 알아본 바, 사용 시기 가 접근해 옴에 따라 인적 자본을 점점 더 많이 쌓는 행동을 한다는 사실을 알게 되었다. 그리고 정부가 일률적 소득세를 부과하고 변화시키는 경우, 조세의 변화가 간접한계효용에 미치는 영향에 따라 신기술 사용시기가 앞당겨지기도 하고 늦추어지기도 한다는 것을 알게 되었다.
Abstract
This paper studies several issues related to the optimal adoption time of new technology under the assumption that preparation is needed before it is adopted and used. One of the results is that human capital accumulation is more and more intensified as the adoption time approaches. Other result is that the changes in indirect marginal utility under tax change are important factors in the change of optimal adoption time, when the government levies income tax and changes it.
