Therefore, the paper examined the family composition types of the actual tenants by using the apartment tenants management cards (DB data) which was not used in other studies and analyzed what caused the households inferior to the minimum housing standard, the number of the households as well as their residential conditions. As a short term scheme, the analysis result indicated that such families living in substandard housing were cause by the situation that they should stay in the same places even after new family members moved in. There were also other problems such as wrong allocation of stories for both the elderly and the disabled. The study proposed that the tenants should be reallocated to the family-based living spaces suitable for family formation, silver stories should be designated for the elderly and the disabled to reallocate them onto low stories. As a long term scheme, the paper suggested the mixed remodeling method which integrates and divides the living space of individual households in order to increase the size of living space not yet enough. This study is meaningful in that the authors suggested the revision of related laws and presented practical solutions for the various problems of the households living in substandard housing.
