본 논문은 한국노동패널조사 3차～15차 개인 자료를 활용하여 환경의 차이에 의한 기회불평등과 노력의 차이에 의한 노력불평등으로 소득불평등을 요인분해한 연구이다. 2000년～ 2012년까지 30세～60세 근로자를 대상으로 기회불평등을 측정한 결과, 소득불평등에서 기회불평등이 차지하는 비중은 분석집단에 따라서 작게는 6%에서 크게는 20% 이상인 것으로분석되었다. 또한, 남성 집단에 비해서 여성 집단에서 기회불평등이 상대적으로 더 높은 것으로조사되었다. 2000년 이후 기회불평등 추이는 2000년대 중반 이후로 감소하는 추이를 보였다. 그러나 분석집단을 30대 연령으로만 한정하여 분석할 경우, 30대 남성근로자의 기회불평등은2000년 이후 증가하는 추이를 보였다. 즉, 남성의 경우에는 과거 청년세대보다 현재 청년세대가환경의 영향을 많이 받고 있는 것으로 확인되었다.
Abstract
This research tries to decompose the observed economic inequality into the part due to unequal opportunities and the part due to differential exercise of individual effort, using the data set constructed from the Korea Labor and Income Panel Studies for the period of 2000～2012. We find that the unequal opportunities are found to account for between 6 and 20 percent of income inequality. Also, females compared to males show higher level of unequal opportunities relatively. Meanwhile, as a trend, unequal opportunities increase for males aged 30～39 although they decrease in general in Korea since 2000.
