Abstract
Recently, North Korea’s increasing threats and North-East Asian countries’ arms race stress the importance of national defense in South Korea. At the same time, low birth rate and aging society’s problem have been the major causes of increasing demand for social welfare services. In this respect, we analyze the determinants of OECD countries’ national defense and social welfare․health expenditures and the trade-off relationship between two fiscal expenditures by using PSEM. This paper shows that an increase in national defense expenditure doesn’t significantly decrease social welfare․health expenditure in the analysis of the determinants of social welfare expenditure when we exclude South Korea from OECD countries’ data. However, we find that there is an evident trade-off relationship between national defense and social welfare․health expenditures in the analysis of the determinants of both expenditures when we include South Korea in OECD countries’ data. These results imply that national security crisis plays a part of financial restriction of social welfare budget, while the change in social and economic environment constrains the national defense budget from securing the sufficient level in South Korea.
