중앙통계기관인 통계청의 자료는 각종 국가정책 수립과 평가, 기업경영 및 사회현상 탐구 등의 기초자료로 널리 활용되어 왔다. 최근에는 경제·사회구조가 복잡해짐에 따라 의사결정의 기초자료로서 통계수요가 급격히 증가하고 있는데, 특히 단순집계자료의 수요에서 벗어나 마이크로데이터의 요청이 대부분을 차지하고 있다. 양적인 증가뿐 만아니라 마이크로데이터의 이용이 증가함에 따라 이용기관과 이용목적도 다양해지고 있어 마이크로데이터의 제공방법 및 비용산정 등에 대한 심층적인 검토가 요구된다. 이에 따라 본 연구에서는 우리나라의 마이크로데이터 제공현황과 해외의 제공현황 사례를 파악함으로써 제도적 또는 방법론적 측면에서 적용방안을 모색하고자 한다. 효율적인 제공방법과 절차, 철저한 사후관리, 합리적인 비용 산정, 그리고 이용자 편의를 위한 홍보 등 다각적인 측면에서 마이크로데이터의 제공에 대해 검토하였다.
Abstract
The data produced by the National Statistical Office has been utilized widely as basic material for establishment and evaluation of state policy, management of business, and study of social phenomenon. As the social and economic structure has become complicated recently, demand of statistical data increased dramatically for decision-making. In particular, the microdata which enables researchers to process and analyze data directly rather than simply tabulated data occupies a very large portion in statistical demand. Consequently, increasing demand of microdata asks for in-depth study on the microdata release method and pricing policy. In this paper, we propose such an application plan to our country at a methodological side through understanding the microdata release systems of foreign countries. The release procedure, post-release control, pricing policy and public relations are discussed multilaterally.
