디지털 경제의 확산은 데이터가 폭발적으로 증가하는 ‘빅데이터(BIg Data)’ 환경을 조성했다. 데이터 기반(Data-driven) 사회에서 대규모 데이터는 국가경쟁력을 좌우하는 중요한 ‘자원’이다. 미국과 영국은 빅데이터 시대를 맞이하여 공공 정보의 개방과 데이터 활용을 통한 가치 창출을 국가 전략으로 내걸고 혁신 방안을 모색 중이다. 본 연구는 민간 부문의 빅데이터 활용 사례와 함께 주요국의 빅데이터 활용 전략을 벤치마킹하여 국가통계에서 빅데이터 활 용 전략을 모색하였다. 데이터 시대에 정부는 데이터 공급자는 물론 선도자 역할을 담당해야 한다. 이러한 관점에서 교육제도 개편, 인재 육성, 공무원의 분석 능력 강화 등 국가 차원의 데이터 역량 강화 전략이 필요하다. 특히 데이터 유통 활성화를 위해개인정보 보호의 범위와 수준에 대한 사회적 합의 도출을 위한 전략이 필요하다.
Abstract
With the expansion of the digital economy based on the Internet and rapid penetration of smart devices, the age of big data has arrived. The rise of wearable devices such as smartwatches indicates the widespread adoption of the Internet of Things (IoT) and thereby an exponential increase in data volumes, while data themselves are considered a new type of assets. Major economies including the U.S. and U.K. have announced big data initiatives as part of their national strategy and pursued the opening of public information and data sharing for value creation. The objective of this study is to lay out a strategy to use the big data for official statistics. In this age of big data where data analytics play a pivotal role in enhancing the competitiveness of not only private businesses but the public sector and a country as a whole, this study is expected to contribute to sharing new data assets and reducing public cost.
