본 연구의 목적은 인구 규모 감소 및 인구 고령화 심화에 따른 연안 지역의 인구 위기 상황을 살펴보기 위하여 이들 지역 인구의 인구 이동 특성을 심층 분석하는 것이다. 보다 구체적으로, 인구 규모 변화와 사회적 증감에 따라 지역 유형을 분류하여 연안 지역을 떠나는 사람과 남은 사람의 특성을 살펴보고 사회 경제적 특성이 이동 여부에 미치는 영향을 분석하였다. 분석 결과를 바탕으로 연안 지역 인구 위기에 보다 효과적으로 대응하기 위한 정책적 시사점을 제시하였다. 이들 정책적 시사점은 일자리의 양적, 질적 개선을 위한 다른 지역과는 차별화된 산업 구조 다각화, 해당 연안 지역의 정책 수행 여건 및 정책 환경 진단, 광역시도 및 중앙 정부와의 협력, 연계 체계 구축 등이 포함된다.
Abstract
The purpose of this study is to in-depth analysis of the in-migration and out-migration characteristics of the coastal area population in order to examine the population crisis in the fishing village. The characteristics of those who leave the coastal area and those who remain are analyzed by classifying regional types on the basis of population change and social change, and the effect of socioeconomic characteristics on mobility is also analyzed. Based on the analysis results, this study suggests policy implications to more effectively respond to the population crisis in coastal area. They include diversification of differentiated industrial structure that is different from other urban areas to improve the quantity and quality of jobs, diagnosis the policy implementation conditions in these areas, the need to cooperate with metropolitan and central governments, and establishing a linkage system.
