오늘날 세계의 많은 국가 통계 기관이 센서스 및 각종 통계 조사의 효율성을 높이기 위해 공간정보 기술인 GIS를 적극적으로 활용하고 있다. 이러한 시도는 기존의 통계 시스템에 GIS를 결합한 지리통계시스템의 형태로 재현되고 있으며, 센서스 조사 뿐 아니라, 디지털 통계 구역 설정,다양한 공간 통계 및 주제도 작성, 인터넷 GIS를 통한 공간 통계 유포 등의 각종 통계 업무를지원하는데 유용하게 활용되고 있다. 본 연구에서는 센서스 수행에 있어서의 GIS의 역할에 대해체계적으로 고찰하고, 세계 주요 통계 선진국이 구축하고 있는 지리통계시스템의 주요 특성과활용 형태를 살펴봄으로써, 향후 선진화된 지리통계시스템으로 발돋움하기 위한 시사점과 개선방향에 대하여 논의한다. 특히, 개별 국가가 채택하고 있는 센서스 조사 방법에 따라 서로 다른형태의 지리통계시스템을 구축하여 운영하고 있기 때문에, 전통적인 현장 조사 방식의 국가와등록부에 기반한 센서스 실시 국가들을 구분하여 살펴보았다.
Abstract
Today, many national statistics institutes in the world are utilizing a spatial information technique, named a Geographic Information System(GIS) to perform the census and a variety of statistical investigations in an efficient way. This effort is represented as a geographic statistics system which combines the GIS into the existing statistical systems. The geographic statistics system is broadly utilized to support statistics-related works, for example, census investigation, districting digital statistical areas, creating various types of statistical thematic maps, and dissemination of spatial statistics through the web based GIS. In this paper, we discuss several implications and directions for improvement to leap forward to more advanced geographic statistics system, by looking systematically into the significant role of GIS for census investigation and reviewing the major characteristics and applications of the geographic statistics systems of the advanced countries in statistics. In particular, since most countries establish and operate their own distinctive geographic statistics systems in terms of the type of census investigation they adopt, we looked into various geographic statistics systems by distinguishing the countries adopting a traditional field based and a register based census investigation.
