우리나라의 통계청에서 공표하는 통계의 최소단위는 행정동단위이다. 그러나 행정동이나 읍단위 통계자료는 작은 곳은 몇천명에서 많게는 40,000명에 가까운 인구가 존재하여 하나의 동질된 지역개념으로 보기가 어렵다. 본 연구에서는 행정동 단위보다는 작고, 기초단위구보다는 큰, 기초단위구를 기본토대로 한 통계구역 설정의 기준을 제시하였다. 소지역 통계구역은 인구규모와 사회경제적 동질성, 그리고 통계구역의 형태를 고려하여 설정하도록 하였다. 다양한 요인의 검토를 위해 통계구역 설정 알고리즘과 이를 자동화할 수 있는 프로그램을 개발하였으며, 제시된 통계구역 설정안을 6개 사례지역에 적용해 봄으로서 실제적 타당성을 검토하였다. 본 연구의 결과는 향후 통계청에서 인구 및 주택센서스를 공표하는 공간단위 설정지침으로서 활용될 예정이며, 이러한 소지역 통계의 공표는 우리나라 통계의 활용을 다양화하고, 과학적이고 체계적인 국토 및 지역관리의 근간이 될 것으로 기대된다.
Abstract
The minimum unit of statistics publishing in Korea National Statistical Office is a dong in administrative district. But as the population in statistical data of a dong and a town in administrative district varies from several thousands to 40,000, this kind of administrative district can not be considered to be a homogeneous area. In this study, we propose a criteria of statistical area, called census output area, by grouping several basic unit areas in a dong in administrative district. The census output area is created by considering population size, a socio-economic homogeneity, and the figure of census output area. In addition, we developed an algorithm and a program which can automate the setting-up of census output area for analyzing several factors in various ways. The census output area proposed by this algorithm and program is applied in 6 sample areas in order to verify its practical feasibility. The result of this study is going to be utilized as a criteria of population and housing census publishment in Korea National Statistical Office in the near future. We expect that the output of small area statistics can be a basis of managing national land and region in a scientific and an efficient ways.
