한국 중소제조업의 성장경로 연구: 사업체 수준 통합자료 분석

본 연구는 우리나라 중소제조업의 성장경로를 식별하고 생산함수 추정 및 경영성과 분석을 통해성장단계별 특성을 분석하였다. 2005-2007년 통계청 「광공업통계조사」에 기반을 둔 추정 결과생존 중소제조업은 창업단계를 지나 성장경로상 제1전환점이 나타나기까지 평균적으로 설립 후8년 이상 소요되며(창업 후 98.5개월 시점), 제1전환점을 지난 생존기업은 평균적으로 업력 약200개월 시점까지 성장의 정체를 보이다가 이후 다시 성장의 도약기를 맞이하는 것으로 분석되었다. 우리나라 제조업의 평균적 기술수준은 업력이 증가할수록 규모에 대한 보수감소(DRTS)에서 시작하여 규모에 대한 보수증가(IRTS)로 기술적인 전환을 가져오며, IRTS 정도도 업력이 증가할수록 커지는 것으로 나타났다. 또한 대부분 제조업에서 생존 업체의 생산성‧성장성‧효율성·수익성 지표가 창업초기보다는 업력이 증가하면서 개선되는 것으로 분석되었다. 따라서 중소기업 지원정책의 기본방향으로 성장경로상 정체기에 진입한 중소기업에 대한 체계적인 지원을 마련하여정체기간을 단축하거나 생산성 제고를 위한 정책방안을 모색하는 등 성장경로별로 차별화된 지원방안을 마련하는 것이 중요하다
Abstract
This study identifies stages of growth in the Korean SME manufacturing industry and investigates characteristics of each growth stage using estimated results of production function and managerial performance. The result shows that, on average, the first turning point on the firm's growth path from the entry would be realized at the ages of 98.5 months from the establishment. For the another 9 years after the first turning point, there would be a stagnating period on the firm's growth stages. After 18 years from the entering the market, on average, there is a takeoff period in SME manufacturing industry. Firms' technology transforms from DRTS (decreasing returns to scale) to IRTS (increasing returns to scale) over firms' age. We also find that managerial indices such as productivity, possibility of growth, efficiency and profitability increase over firms' age. We suggest that policy measures should be differentiated according to the growth path of firms.
