본 논문은 공공혁신 및 공공기업가정신이 왜 필요한가라는 기본적인 질문에 대한 고찰을 하고 있으며, 가치지향성, 관리지배구조, 경쟁환경, 보상/인센티브 등 4가지 측면에서 공공혁신 및 공공기업가정신이 민간부문과는 다른 특징 및 제약요인을 지니고 있다는 점을 제시한다. 또한 그간의 선행연구들을 바탕으로 공공기업가정신의 다양한 유형에 대한 논의와 함께 공공기업가정신의 핵심속성을 제시한다. 공공기업가정신은 첫째, 공공 자원과 공공 산출물의 가치에 대한 실제와 잠재적 성과 사이의 차이를 공공기업가 행동의 기회로 포착하고 이 차이를 줄이려는 혁신적 노력해야 한다는 점, 둘째, 공공기업가정신이 발휘되는 과정에서 불확실성 하의 자원투자 의사결정이 반드시 개입되지만, 동시에 민간부문과는 다른 불확실성의 인내, 자원에 대한 통제, 공공의 이익 증대와 정책의 효율성에 대한 판단 기준 등을 추가적으로 고려되어야 한다는 점, 셋째, 공공기업가는 혁신성이라는 새로움에 도전하는 핵심 주체가 되어야 하지만, 공공부문에서의 대리인 문제, 단기성과와 장기성과간의 갈등(긴장) 문제, 실험이나 실패를 꺼리는 조직적 풍토가 존재함에 유의해야 한다는 점 등을 그 핵심적 요건 및 특징으로 제안했다. 여기에 공공혁신과 관련된 공공기업가정신의 실제 사례를 ➀ 제도혁신과 공공기업가정신, ➁ 새로운 조직의 창출·변혁과 공공기업가정신, ➂ 정부 및 공공부문 효율화와 공공기업가정신, 그리고 ➃ 민관협업, 시민참여와 함께 하는 공공기업가정신 등으로 나누어 살펴보았고, 마지막으로 공공기업가정신 촉진을 위한 여건 조성 차원에서의 해결방향을 논의하면서 4가지의 향후 과제를 제시한다.
Abstract
This study examines the basic question of why public innovation and public entrepreneurship are necessary. And it suggests that public innovation and public entrepreneurship have different characteristics and constraints from the private sector in four aspects: value orientation, management governance, competitive environment, and compensation-incentives mechanism. Next, based on previous studies, this paper presents three key attributes and characteristics of public entrepreneurship along with discussion on various types of public entrepreneurship. Furthermore, this study examined the actual cases of public entrepreneurship by dividing them into four areas; ① institutional innovation and public entrepreneurship, ② creation and transformation of new organizations, ③ government and public sector efficiency, and ④ public-private partnerships and civic participation. Finally, the author presents four future tasks in terms of creating conditions for promoting public entrepreneurship.
