Abstract

I expected that the number of closed universities will surge due to the sharp decrease in the number of students and financial difficulties. In this study, I sought the legal and financial support for the rapid liquidation and comprehensive management of closed university. The results of this study are as follows. First, the dismissal process of closed university is delayed because the possibility of dismissal of the university is low. Therefore, from the time when the university is supposed to be closed, it is necessary to discuss the substitute use of the facility and the change of use. Second, the sale of closed assets is delayed, which slows the payment of professors' and employees' unpaid wages. Therefore, the fund must be funded, the fund paid first, and the related assets should be sold off to recover the related expenditures. Third, in order to promote the efficient settlement of closed colleges and to raise funds for the unpaid wages, it is necessary to establish the closed university management center. This study has contributed to suggesting the specific legal and financial measures to solve the quick settlement and the unpaid wages of the closed university.
