Abstract

Mission-oriented innovation policy (MOIP), which emphasizes strategic government intervention and the directionality of innovation, is drawing increasing attention as a response to complex societal challenges such as climate change, infectious diseases, and energy security. In particular, while international discourse on new R&D governance models that enable disruptive innovation has become more active, comparative studies on institutional design and national implementation remain limited. This study conducts a comparative analysis of four country cases—the United Kingdom (ARIA), Germany (SPRIN-D), Japan (Moonshot R&D), and Korea (Limit-Challenge R&D)—to identify the distinct governance models each country has adopted and to explore their institutional implications. The analysis reveals that the governance models can be categorized into four archetypes based on their relationship with existing national innovation systems: separatist (UK), hybrid (Germany), networked (Japan), and intrapreneurial or system-integrated (Korea). These institutional divergences are not the outcome of a search for a single optimal model, but rather reflect strategic choices shaped by fundamental trade-offs between autonomy and accountability, and between separation and integration. Furthermore, this study typifies diverse pathways for national R&D governance aimed at disruptive innovation, evaluates the inherent strengths and weaknesses of each model, and offers context-specific policy recommendations for Korea, thereby providing practical alternatives.
