국회의원 선거제도 개선방안: 지역주의 극복과 지방 대표성 강화를 중심으로

Abstract

This study investigated ways to improve the electoral system of the National Assembly members, focusing on the concentration of power in Korea and the overcoming of regionalism and the strengthening of local representation. Among them, we proposed an alternative to the 18-year-old debate on the election age and to the ratio between the regional and proportional representation. First, it suggested the need to reduce the age of election to 18 years based on the recommendations of the National Human Rights Commission, the Political Amendment Act of the National Election Commission and there are 147 countries (77.3%) who are 18 years of age in election age. Second, based on the foreign cases of the ratio between local districts and proportional representatives and population per member of parliament, we propose that the number of members of parliament be 240 seats in the district and 120 seats in proportional representation. Third, we proposed the residency requirements of the local national assembly members. it will solve the problems of ‘strategic nomination’ and enhance the local representation by local residency requirements. Fourth, we proposed the preferential voting system of the party list system and the introduction of the rotating ballot of the members of the regional assembly. This can overcome regionalism and concentration of power in the first and second largest political parties. Fifth, it proposed the naming of candidates for the candidates of the National Assembly members(60 days before the election). Because there are many cases which the candidates for the National Assembly are delayed, so the policy election was lost and Candidates and policy verification through the manifest were not done. The improvement of the election system of the National Assembly through the revision of the public election law will overcoming of the regionalism and strengthen the local representative.
