Abstract
Since the beginning of social inclusion in museums, the inclusion policy and practice of a museum have mainly focused on works aimed at audiences, the public; to improve museum access of the people previously marginalised; to develop various programmes for those people and to encourage them to participate in the activities; and to include their stories in museum narratives. However, public museums in the UK have recently taken another step forward to transform themselves into a truly inclusive museum in terms of organisation and operation, embedding equality, diversity and inclusion in all aspect of their business. In this paper, I firstly introduce the statutory obligation, Public Sector Equality Duty, which is imposed on public institutions and organisations including museums by the UK and the Scottish governments to make a society more inclusive. Secondly, the National Museums Scotland’s policy and practice based on the duty are scrutinised; how they strive to transform themselves into a more equitable, diverse and inclusive organisation. Finally, I suggest an implication that could be helpful for Korean museums to enlarge their inclusion policies and practices.
