국공립 국악박물관의 ‘포용적 박물관’ 현황과 문제 - 교육프로그램을 중심으로

이 글은 국공립 국악박물관의 ‘포용적 박물관’ 현황을 교육프로그램 중심으로 검토하고 문제를 분석했다. 현재 국악박물관은 국립 1개, 공립 6개로 총 7개인데, 모든 교육에 취약계층을 포괄하지 않아 포용적 관점에서 배타적인 경향이 있었다. 또 교육기간이 짧은 ‘체험’ 위주가 많았고, 박물관 누리집이 부실한 곳도 많았다. 필자는 이를 개선하기 위해 다음을 제언했다. 첫째, 누구나 쉽게 정보를 얻을 수 있도록 누리집을 재정비하고, 장애인이 보조기기 등 사전정보를 얻을 수 있도록 명시해야 한다. 둘째, 취약계층을 대상으로 한 교육프로그램을 개발하고, 국악을 전공하는 장애예술인과 동반관계를 구축해 대상별 프로그램과 서비스를 개발할 필요가 있다. ‘포용적 박물관’은 국제박물관협회의 박물관 정의의자 한국의 박물관법이 추구하는 목적이기도 하다. 따라서 박물관은 모두에게 열린 공간이 되어야 하며, 국악박물관은 ‘국악’과 ‘박물관’의 결합으로 공적 가치를 더욱 확산시켜야 할 장소이다. 이 글은 박물관에서 실현할 수 있는 포용에 대한 방안과 중요성을 제시함으로써 관계자 및 정책 행위자에게 실무적 시사점을 제공할 수 있다.
Abstract
This article studies the current status of ‘inclusive museum’ of national and public Korean traditional music museums. There is one national museum and six public museums, whose educational programs exclude underprivileged groups. Also, many of educational programs are only a day or a week, focusing on the ‘experience,’ and many of the museum’s websites are inadequate. The following improvements are proposed: First, a reorganization of the websites (especially for disabled people who require accessibility information). Second, the development of educational programs for the underprivileged. Third, establishing partnerships with disabled artists majoring in Korean traditional music. ‘Inclusive museum’ is not only defined by the ICOM but they are also the purpose of Museum and Art Gallery Promotion Act in Korea. Therefore, Korean traditional music museums should be an open space for all, and should enhance public values through a combination of Korean traditional music and museums.
