2025년 4월 2일, 미국 트럼프 행정부는 57개국에 대해 고율의 상호관세를 부과하는 행정명령에 서명하며 글로벌 무역 환경에 중대한 변화를 야기하였다. 이 정책은 단기적으로 미국 산업 보호를 통해 긍정적 효과를 기대할 수 있으나, 장기적으로는 국제 무역 질서에 부정적인 영향을 미칠 가능성이 제기된다. 특히, 협상을 통해 관세 완화 조치가 병행될 경우 무역 환경의 불확실성을 완화할 가능성이 있으나, 글로벌 공급망의 재편과 같은 구조적 변화가 요구된다. 이에 따라, 기업들은 이러한 변화에 대비한 전략적 대응이 필요하며, 국가 간 긴밀한 협력과 정책 조정 또한 중요하다. 본 연구는 트럼프 행정부의 통상정책이 국제 경제 및 글로벌 무역 질서에 미칠 영향을 다각적으로 분석하고, 정책적 시사점을 제시하는 데 목적을 둔다.
Abstract
On April 2, 2025, the Trump administration in the United States signed an executive order imposing high reciprocal tariffs on 57 countries, causing a significant change in the global trade environment. This policy may have a positive effect in the short term by protecting U.S. industries, but it is likely to have a negative impact on the international trade order in the long term. In particular, if tariff relief measures are implemented in parallel through negotiations, it is possible to alleviate uncertainty in the trade environment, but structural changes such as the reorganization of the global supply chain are required. Accordingly, companies need to strategically respond to these changes, and close cooperation and policy coordination between countries are also important. This study aims to comprehensively analyze the impact of the Trump administration's trade policy on the international economy and global trade order and to suggest policy implications.
