초록
This paper historically looks at the origin of common bond and explores changes in the interpretation and application of a common bond concept. When Reffeisen founded a credit union in Germany, he limited a credit union' operation to a small district for mutual contacts of the members and effective management. In the early days, American credit union pioneers formally incorporated the concept of common bond in the Credit Union Act because they found it a viable mechanism with which to found new credit unions and easily spread them across the country in those days. However, the restriction of credit union operation to a certain defined area in Germany was soon abolished under changing situations. American credit union regulatory agencies have liberalized the interpretation of a common bond concept and distinguished field of membership from common bond in establishing chartering policies. Korean credit union pioneers followed suit the American Credit Union Act in incorporating the common bond in the Credit Union Law. But, compared to American credit unions, Korean credit unions are more restricted in terms of scope of membership and operation area because chartering policies are strictly based on the three types of common bond prescribed in the law.
