미국 신용조합의 역사와 현황에 대한 예비적 고찰

초록

신용조합은 조합원들이 공동으로 소유하고 운영하며, 조합원들에게 비교적 저렴한 비용으로 신용을 공급하는 것을 주된 목적으로 삼아 설립된 비영리 협동조합적 금융중개조직이다. 이 글은 미국에서 1900년대 초반부터 오늘날까지 전개된 신용협동조합 설립 운동의 역사와 각종 법률 및 제도적 환경을 추적하고, 2020년 현재 미국의 신용조합들이 어떠한 재무 상태를 유지하면서 운영되고 있는지를 소개한다. 또한 미국 신용조합의 특성과 유형 및 신용조합에 대한 미국 정부의 관리 감독 체계 등을 함께 살펴보고 일반 상업은행에 대한 대안으로서 신용조합들이 어떤 가능성과 한계를 보여주고 있는지 살펴본다.

Abstract

A credit union is a unique non-profit cooperative financial institution that is owned and operated by its members, primarily serving the interest of its members by, among other, providing relatively low cost loans. This paper aims to trace the history of credit union movement and the evolution of legal and institutional framework that has affected the establishment, development, and operation of various types of credit unions in the U.S. The paper also examines some of empirical studies of the financial performance of the institutions and challenges facing American credit unions.
