Abstract
Due to the heinous and extremely violent crimes committed by juveniles, the public requests harsh punishment such as capital punishment and life in prison without possibility of parole and amending relevant juvenile delinquency act to impose harsh punishment on juveniles. However, providing research on the effectiveness of correction programs, researchers and practitioners have maintained that community based sanctions such as group homes and halfway house are more effective for the juvenile offenders to be rehabilitated. In Korea, group homes(Youth Recovery Support Facility) and Children and Youth Welfare facility are utilized for half way house, providing educational programs and welfare service. In order to find the most effective efforts for juvenile delinquents’ successful reentry into society, this study examined the current situations of halfway houses of Korea and other countries, official crime statistics of youth crime, research on characteristics of juvenile delinquents and research on the effective correctional programs and sanctions for juveniles. It is concluded that halfway house is more effective for the juvenile offenders to be rehabilitated and recovered than strict and harsh imprisonment. To expand halfway houses, three policy implication are presented. First, the public’s negative attitude toward juvenile offenders should be changed. Based on ‘Paren Patriae’, juvenile offenders need to be protected and supported. Second, sufficient financial support and personnel should be guaranteed to provide individually tailored correctional programs as well as nation widely expand community based halfway houses. Third, like U.K’s Youth Offending Teams, multi-institutional support team for juvenile offenders needs to be established.
