Abstract

This study examines the political economy of public conflict and third party intervention. This research investigates the changing process of public conflict by the intervention of third parties, who are indirect stakeholders, excluding conflict parties. For analysis, it utilizes framework of the policy stage based on Cobb & Ross' policy formation model and draws the results from seven hypotheses presented by them. First, in addition to direct stakeholders, “who” intervenes as a third party? Are they cognitive group, attention group, attention public, or general public? Second, are these third parties primarily which stage involved in between policy formation and policy implementation? Third, why do these third parties intervene for what? Do they intervene for economic benefits, political interests, values and beliefs? Fourth, is third-party intervention most frequently expressed in mobilization models in political transition? Fifth, how does third-party intervention affect the formation and implementation of public policy? The six hypotheses are composed of four additional hypotheses: the policy stage, the policy model, the main hypothesis about the lead group, the value conflict, the value realization, the policy size, and the policy effect. The study analyzed the process of construction of the Jeju Naval Base as research subjects, and examined third parties as political parties, media, and civic organizations. This study shows that the third party intervention in the process of public policy implementation delayed the policy promotion due to the politicization of public conflicts as the conflict of interests between stakeholders changed into value conflicts. The politicization of public conflict caused confusion in understanding the factors of public conflicts. As a result, it was necessary to spend a great deal of extra money, and a vicious cycle in which political and social confusion increased due to enmity and confrontation among members. Therefore, research on the phenomenon that occurs when third parties intervene in public conflicts is needed to study continuously.
