산림 여성의 행위자성에 관한 질적 연구: 미국 위스콘신주 여성 산주(forest landowners)를 중심으로

최근 기후 변화로 인해 지속 가능한 환경 패러다임이 전지구적으로 강조되고 있으며 여성의 역할에 대한 기대 역시 상승하고 있다. 본 연구는 지속 가능한 환경을 위한 여성의 주도적인 역할과 실제 경험을 발굴하고 이를 면밀히 분석하는 데 목적을 두었다. 이와 같은 목적을 위해 본 연구는 미국 위스콘신주에 거주하는 여성 산주 세 명을 대상으로 질적 연구를 시행하였다. 연구자는 여성 산주들이 어떤 과정을 통해 행위자성을 획득하고 이를 발전시켜나가는지를 분석하였다. 연구 결과, 세 명의 여성 산주들은 개인적 영역 그리고 공동체 영역에서 행위자성을 습득하고 개발시켜 나가고 있었다. 가장 먼저 이들은 자신이 소유한 숲을 통해 스스로가 자산을 소유하고 이에 대해 스스로 의사결정을 할 수 있는 권한이 있음을 깨달았다. 또한 이와 같은 인지 과정에서 여성들은 산주로서 자신의 숲에 목적의식을 공고히 하고 구체적인 계획을 세우기도 하였다. 이들의 계획은 환경 보존을 위한 청지기 정신을 담기도 하였으며 지역사회 주민들과 함께하는 환경 보존의 장으로 자신의 숲을 확대하는 비전을 포함하기도 하였다. 이상의 연구 결과를 통해 연구자는 국내 여성 산주의 확대와 산림계발에 있어 지역주민, 지자체, 정부, 민간 부분의 파트너십 형성이 필요함을 제언하였다.
Abstract
Due to climate changes, sustainable development frameworks have been emphasized. the role of women has been also recognized in accordance with the recent trend. The purpose of this study is to discover women's leading roles and actual experiences for a sustainable environment. For this purpose, this study conducted a qualitative study targeting three female woodland owners in Wisconsin, USA. The researcher analyzed how female woodland owners achieved and developed agency. According to the research findings, three female mountain owners achieved and developed their agency in the personal and community areas. First, because of the woodlands they have owned, they became aware of their own power for their own assets and their decision making power. They also, as woodland owners, made concrete plans for their forest woodland. Their plans included stewardship for environmental conservation and also included a vision to expand their forests as a place for environmental conservation with local residents. Based on the above research results, the researcher suggested that it is necessary to form a partnership between local residents, local governments, the government, and the private sector in the expansion of domestic female mountain-owners and forest development.
