임업 여성의 힘갖추기에 관한 재맥락화: 표고버섯 재배를 중심으로

친환경 임산물로 각광받고 있는 표고버섯 원목 재배를 성인지적 시각에서 분석하면 여성은 다양한 형태의 차별과 편견에 노출되어 왔음을 알 수 있다. 산촌에서 여성 노동력이 강조되지만, 표고버섯 재배 과정 속에서 여성은 단순 작업만을 제공하는 주변인으로 정의된다. 본 연구는 표고버섯을 재배하는 여성을 수동적 노동 제공자가 아닌 변화의 주체로서 정의하고 이들이 친환경 단기 임산물로 각광받는 표고버섯 재배 영역에서 어떻게 힘갖추기를 이루어내는지를 분석한다. 이론적 틀을 위해 본 연구는 산촌에 거주하며 표고버섯 재배에 관여하는 여성이 겪는 성불평등을 생물학적, 사회문화적, 정책적 측면에서 살펴보고, 이들이 변화를 추구하기 위해 필요한 힘갖추기의 개념과 유형별 전략을 여성주의 이론을 통해 검토하였다. 연구의 목적을 위해 연구자들은 J 산촌 지역에서 적극적으로 표고버섯 재배에 관여하는 여성들을 대상으로 심층면접을 실시하였다. Williams의 세 가지 유형의 권력 개념이라는 이론적 기반을 중심으로 임업 여성들이 표고버섯 재배 영역에서 어떤 방식으로 자신의 역할을 스스로 정의하고, 자신의 자율성을 확대하며, 자신의 이해관계에 따라 스스로의 삶을 통제해 왔는지 재맥락화 하였다. 결론적으로 산촌의 지속가능성을 위해 여성의 집단적 권력을 조화롭게 활용할 수 있는 정책, 남성 위주의 작목반을 토대로 하는 지원을 탈피한 성인지적 지원 정책, 여성의 의식개선을 위한 정책, 보육위주의 여성정책의 탈피 등의 정책적 시사점들을 도출하였다.
Abstract
The Pyogo mushroom is a non-timber product provides economic security to people in forestry and rural areas. From the gender perspective, Pyogo mushroom cultivation generates gender-based inequalities. The mushrooms have traditionally been produced using the outdoor log techniques. In this process, male-labor is considered to be more valuable than female-labor. In addition, the patriarchal nature of the mountainous rural areas strengthened the vertical relation between men and women. However, we refuse to assume that female Pyogo cultivators are powerless victims and are marginalized as secondary labor force. We define female cultivators as active agents who have fought against gender-based inequalities of the cultivation by employing their energy and ability. We selected seven female cultivators who considered themselves as an independent cultivator. By practicing individual, in-depth interviews, we have re-contextualized the way in which women are empowered and use their own power in challenging inequalities into the theoretical lens such as power-to, power-with, and power- within.
