Abstract

The Korean cultural movement since the 1980s can be seen as a response to the introduction of neoliberalism into and its eventual domination of Korean society. Although neoliberalism was not recognized as such before the mid 1990s, one can argue that neoliberalism as a social policy line had started affecting Korean society significantly, before the term was widely used. As the 1980s social movement grew strong, the cultural movement also became powerful, powerful enough to gain the status of an alternative to the capitalist culture at least in some part of the society, especially within and without college campuses. With the formation of the Fordist compromise in the “short 1990s,” however, the cultural movement lost influence in the face of the emergence of a strong consumer culture. This had to do with the fact that the traditional cultural movement proved incapable of coping with neoliberalism and became institutionalized, while the new cultural movement proved still too weak. The Korean cultural movement regained its vitality in the 2000s, thanks to the rise of a new strand in the cultural movement radically critical of neoliberalism and its cultural impacts. The effect of this radicalization remains to be seen, however, because neoliberalism still remains strong. The tasks of the Korean cultural movement, thus, are multiple, and among them must be included efforts to overcome neoliberalism, and with it, capitalism itself.
