합리적이고 전략적인 재원배분을 위해서는 점증주의적 방법이 아니라 기준선 전망에 입각하여 예산이 편성되고 심의되어야 한다. 기준선 전망은 현재 정책이 변하지 않는다는 전제 하에 만들어지기 때문에 정책변화의 효과를 측정하는 데 유용한 방법이다. 1975년에 이 제도를 도입한 미국의 의회예산과정은 기준선 전망에 기초한 예산편성과정이라고 해도 과언이 아니다. 우리나라에서는 현재 재량지출과 의무지출에 관한 구분이 없기 때문에 기준선 전망이 쉽지 않지만 미국 CBO 방식에 기초하여 전망방법을 제시했다. 전망방식은 기준선 전망을 위한 연간 거시경제모형을 구축한 후 현행법이 유지된다는 가정 하에 금년을 포함한 향후 5년간(2007~2011년)의 경제성장률, GDP 디플레이터 상승률 및 총수입을 추계한 후에 거시경제변수 전망치에 기초하여 재량지출을 추계하는 2단계 방식을 제안하였다. 몇 가지 지표만을 입력함으로써 자동적으로 추계치가 계산되는 재량지출과는 달리 의무지출은 사업내용을 잘 알고 있는 전문가가 경제변화, 인구변화 및 기타 요인을 고려하여 자신의 고유한 모형으로 전망해야 한다. 따라서 의무지출에 관해서는 별도의 추계치 계산을 보이지 않았다. 우리나라가 기준선 전망을 도입한다면 정책효과 분석에 유용한 수단으로 활용할 수 있음은 물론이거니와 불가피한 지출의 증가와 불요불급한 지출의 억제를 원활히 조정함으로써 전략적 재원배분의 유효성이 크게 제고될 수 있을 것으로 기대한다.
Abstract
Baseline projection should be preferred to simple incremental projection in the budget process to achieve rational and strategic resource allocation. The baseline projection is an useful tool in measuring the policy effect because it assumes the current law continues in the future. It is not too much to say that the congressional budget process in the United States is founded on the baseline projection which was introduced in 1975. Since there is no classification between discretionary expenditures and mandatory expenditures in Korea, we propose a baseline pro- jection method similar to the one of the Congressional Budget Office. It means that all expenditures should be classified into the two categories. The process consists of two stages. The first stage is to forecast the real growth rate, the GDP deflator growth rate and the total revenues from an annual macroeconomic model over the next 5 years including the current year. The second stage is to make projections of the discretionary expenditures using the forecasts obtained from the first stage. For the mandatory expenditures, experts should make projections by their own models considering economic environment and demographic change etc. We do not show how to make projections of the mandatory expenditures for this reason. If we introduce the baseline projection, we can improve efficiency of the strategic budget allocation by restraining unnecessary expenditure as well as apply it to the policy simulation analysis.
