예산과정에서 재정건전성 강화 수단에 관한 연구
A Study on the Instruments to Back up Fiscal Soundness inthe Budgeting Process

1990년대 들어 선진국의 재정적자가 증가되면서 재정건전성을 강화하기 위한 각종 재정규율이 등장하였다. 이 재정규율은 예산과정 전체를 아우르는 재정준칙, 예산편성과정에서의 건전성 강화 수단, 예산심의과정에서의 건전성 유지 수단, 집행과정에서의 건전성 통제 수단 등으로 유형화할 수 있다. 이 글은 이 네 가지 유형의 대표적인 사례를 살펴보고, 그중 예산심의과정에서 건전성통제수단에 대하여 깊이 검토하는 데 목적을 두고 있다. 또한 선진 5개국의 30년간의 재정을 비교한 결과 재정규율의 성패는 신중한 경제전망과 재정규율의 엄격성에 달려 있다는 점을 확인하였다. 우리나라에서 재정건전성을 강화하기 위해서는 입법부와 행정부가 공동으로 노력하여야 하며, 입법부에서는 총액한도 설정 후 예산심의과정에서 그 한도를 유지하는 각종 제도를 마련하여야 한다.
Abstract
Many fiscal rules to fortify fiscal soundness had came up in the 1990s as the fiscal deficit had increased rapidly in the developed countries. This paper, for the first time, has these fiscal rules classified into four types, which are fiscal disciplines, instruments in the budget proposal stage, tools in the budget considering process, and means in the executing step. After analysing the effectiveness of these instruments in the five OECD countries in the past 30 years, this study shows fiscal soundness can be secured by the strict application of the rules with a prudent and conservative economic outlook. This implies that Korea has to prepare fiscal rules, especially in the budget considering process, to keep the fiscal soundness against the huge fiscal burden in the present and the near future.
