국민연금제도의 노후생활 안정 기여도： 예상과 실제

초록

장기간 보험료를 납부하는 동안에는 연금제도에 대한 불만이 있겠으나 막상 연금을 수령하면 연금제도에 대한 만족도가 높아질 수 있다. 반면, 예상보다 연금액이 작을 경우 연금제도에 대한 불만이 확대될 수 있다. 고령화연구패널을 활용해 국내 중고령자들을 대상으로 국민연금제도가 노후생활 안정에 기여하는 정도를 평가하도록 한 결과 국민연금 수령 이전에는 43점으로 낮은 점수를 부여하였으나 수령 이후에는 10점이나 높은 53점을 부여하였다. 이러한 결과는 확률효과모형과 이원고정효과모형을 활용한 회귀분석에서도 동일하게 나타났다. 또한 이원고정효과모형과 헤크먼선별모형을 활용하여 연금수령 여부를 연금액으로 대체하여 분석한 결과, 예상할 수 있듯이 연금액이 증가할수록 국민연금제도가 노후안정에 기여하는 정도가 점증하는 것으로 나타났다. 보험료만 납부하는 동안에는 현재소비를 포기함에 따른 효용감소가 있겠지만 은퇴 이후 연금을 통해 안정적인 소득흐름을 확보할 때 해당 연금제도에 대한 만족도가 높아지며, 이는 생애주기가설과도 부합하는 동시에 연금의 중요성에 대해 시사하는 결과이기도 하다.

Abstract

People may be dissatisfied with the pension system while paying the premiums without receiving the pension, but the receipt of the pension would make people satisfied with it. On the other hand, if the pension amount is smaller than expected, the disappointment of the pension system may be greater. Utilizing the Korean Longitudinal Study of Ageing, the empirical analyses for assessing the contribution of the national pension system to the retirement life show that Korean middle-aged and elderly people gave a low score, 43 out of 100 before the receipt of the pension. After receiving the national pension, however, the score was increased into 53. These results were the same in the regression analyses using random effect and two-way fixed effect models. In addition, regression results from the two-way fixed effect model and the Heckman selection model show that the more the pension amount is the higher the score is. It demonstrates the life cycle hypothesis that while paying only premiums, there will be a reduction in utility due to abandonment of current consumption, but the overall lifetime utility will increase when a stable income stream is secured through life pensions in old age when earned incomes drop sharply and implies the importance of pensions.
