경찰통제와 자살의 관계 검증: 시군구 자료를 중심으로

이 연구의 목적은 경찰통제와 자살률의 관계를 시군구자료에 기초하여 검증하는데 있다. Durkheim의 아노미 이론은 사회적 통합과 규제가 약화되면 자살률이 증가된다고 주장한다. 이에 이 연구에서는 Durkheim의 아노미 이론에서 중요개념으로 이해되는 규제를 경찰통제로 측정하고자 하며 경찰통제와 자살률의 관계를 파악하여 규제가 자살률에 미치는 영향을 파악하고자 한다. 이 연구의 목적을 달성하기 위해 217개 시군구 자살데이터와 경찰자료를 수집하여 분석에 이용하였다. 분석결과, 경찰통제는 자살률에 영향을 미치는 것으로 나타났다. 특히, 경찰관서의 수가 적은 지역일수록 자살률이 높았으며 경찰관 1인당 담당면적이 넓을수록 자살률이 증가하였다. 이 결과는 도시화, 고령화, 빈곤을 통제한 상태에서도 유의미하게 나타났다. 또한 도시화정도와 고령화정도에 따라 자살률과 경찰통제의 관계는 차별적으로 나타났다. 경찰통제 변수들 중 경찰관서의 수는 자살률과 정적인 관련성을 보였으나 실제적으로는 자살률을 감소시킬 수 있는 것으로 나타났다. 경찰인력은 자살률과 정적인 관련성을 보였으나 통제변인 및 경찰통제 변수들을 고려하였을 때 통계적 유의미성을 나타내지 못하였다. 경찰통제 관련변수들 중 가장 강한 영향력을 나타내는 변수는 경찰담당면적이었으며 경찰관 1인당 담당면적을 감소시키면 지역의 자살률을 감소시키는 결과를 얻을 수 있음을 보여주는 결과였다. 결과적으로 지역의 자살률을 감소시키기 위해서는 경찰관서의 증대가 요구되며 경찰인력을 증대시키거나 가용인원을 방범경찰로 전환시켜 경찰관 1인당 담당치안구역을 축소시킬 필요가 존재한다. 뿐만 아니라 이 연구는 경찰활동의 관심 분야를 범죄에 국한하지 말고 좀 더 확대할 필요성이 존재함을 강조한다.
Abstract
The purpose of this study is to examine the relationship between police control and suicide based on the data of cities and towns in Korea. Durkheim argued that the weakened social integration and regulation may increase suicide in a society. So that this study attempted to measure social regulation a main concept in Durkheim's Anomie Theory as police control and to determine the effect of social regulation on suicide rate in community by testing the relationships between police control and suicide rate. To accomplish the aims of the study, the author collected the data from 217 cities and towns and from Korean National Police and performed the statistical analyses. The results reveals that police control has a statistically significant effect on suicide rates in Korean communities. Particularly, the less numbers of police facilities come with the more suicide rates in community whileas the more wide ranges of police duty area come out with the higher rate of suicide. These results were found to be significant results under the condition of controlling urbanization, ageing-society, and poverty. According to the differential conditions of urbanization and ageing-society, the relationships between suicide rate and police control have shown different results. Among police control variables, the numbers of police facilities has shown a statistically significant positive relation with suicide rate, but in the regression analysis the result was converted to a negative relation with suicide rate, which means the increasement of police facilities in cities and towns may reduce the rate of suicide. The numbers of police officers per 1,000 residents has failed to show the significant effect on suicide rate in spite of showing a positive relation in the analysis of correlation. Among the variables of police control, the most strongest variable is the size of police duty area per police officer which shows a successful reduction effect on suicide rate if the size can be smaller. Consequently, it is necessary for Korean Police to increase the numbers of police facilities such as police box and the increasement of police personnel or the converting to more police officers into the police patrol team so that could reduce the size of police duty area per police officer. Moreover, this study emphasizes the important to extend the interest of police activities not only crime but also suicide.
