경찰공무원의 자살은 단순히 개인적인 문제로 끝나는 것이 아니라 국가 공권력 집행 수단의 손실이자 국민봉사자의 손실이다. 특히, 동료경찰의 자살을 목격한 경찰공무원들은 그 연쇄적 반응으로써 무력감을 느낌에 따라 적극적 치안서비스의 제공이 더욱 어려워진다는 점에서 단순한 문제로 다루어져서는 않된다. 외국의 경우 경찰공무원의 자살에 대하여 많은 관심을 가지고 지원할 수 있는 체계들을 구축해 놓았지만 우리나라의 경우 최근에서야 그 심각성을 깨달고 자살요인들을 관리하기 위한 트라우마 센터나, 상담센터를 개설하였다. 따라서 미비한 경찰공무원 자살연구에 대하여 여러 논의가 되지 못하는 실정을 반영하여 본 연구에서 경찰공무원 자살에 대하여 논의하고자 연구를 시도하였다. 본 연구는 경찰공무원자살에 대한 논의를 이끌고 그 현상과 대응 체계들에 대하여 제시하였으며, 보다 체계적인 자살방지 및 예방 대책으로 적극적 인 지원체계의 준비, 사전적 심리부검체계로써 조기경보를 통한 경찰자살예방, 조직적 차원의 지원체계 연계 등을 정책적 제언으로 제시하였다.
Abstract
Police officers’ suicide is not a simple personal issue. It is loss of not only governmental authority’s means of execution but also servant of the public. Especially, officers who witness colleague’s suicide feel restless as a subsequent reaction, so active provision of public peace services become more difficult. That’s why this issue should not be considered as a simple issue. In some other countries, systems that pay attention to suicide of police officers and support the matters’ are already established. However, in Korea, the seriousness of the matter was not realized until recently, and facilities to prevent suicides and to manage causes of suicides such as trauma center and counselling center are just opened. Therefore, in this research, police officers’ suicide was discussed reflecting the current situation of insufficient social recognition about police officer suicide. In this research, actual condition of police officers’ suicide and the reaction system for the condition are explained. In addition, policy suggestions for systemic measures to prevent suicides are presented including active preparation of supporting system, prevention of police officer suicide through early warning of psychological autopsy and connection of supporting system as organizational level.
