치유농업 민․관 파트너십에 대한 실현가능성 연구† - 노인여가복지시설 종사자의 인식을 중심으로 -

초록

본 연구는 빠르게 진행되는 고령화 사회에 따라 노인여가복지시설의 서비스 품질 개선을 위한 새로운 프로그램으로써 치유농업을 제시하고자 하며, 이를 위해 1) 치유농업 파트너십 참여 주체에 따른 노인여가복지시설 종사자의 인식 조사, 2) 파트너십 참여 주체에 따른 실현가능성 지표의 상관분석, 3) 이를 통해 노인여가복지시설 치유농업 활성화의 실현가능성을 높일 수 있는 시사점을 제안하는 목적을 가진다. 이를 위해 1) 문헌고찰을 통해 치유농업, 민․관 파트너십에 대한 이론고찰, 2) 노인여가복지시설 종사자 59명을 대상으로 한 비대면 설문조사, 3) SPSS 26 통계프로그램을 활용하여 t-test, One-way ANOVA, 상관 분석, 교차 분석을 통한 자료 분석이다. 분석 결과, 1) 노인여가복지시설 종사자는 파트너십을 통해 공공부문, 민간부문, 커뮤니티 등 다양한 기관의 참여가 필요하다고 인식하였다. 2) 특히, 예산협력 주체로는 공공부문을 가장 선호하였고, 인력교육 협력 주체로는 지방정부, 민간부문, 커뮤니티를 선호하였으며, 유지관리 협력 주체로는 커뮤니티가 가장 선호되었다. 3) 그러나, 주체별 예산책임공유 결과 민간부문 주도 재원마련에 대한 책임이 강조되고 있었으며, 유지관리에 있어 커뮤니티의 참여가 필요하다는 인식이 높은 것으로 분석되었다. 4) 가장 흥미로운 것은 민간부문과 커뮤니티의 파트너십을 통한 참여가 실현가능성 향상에 미치는 긍정성과 상관성이 나타났다는 것이다. 위의 결과를 토대로 향후 치유농업 활성화의 실현가능성을 높이기 위해서는 1) 민간부문 재원마련 체계를 구축해야 하며, 2) 커뮤니티 주도 참여활성화를 통한 유지관리 체계 마련, 3) 실현가능성 극대화를 위한 다부문(multi-sector) 파트너십 구조 치유농업 통합운영의 필요성을 시사점으로 제언하였다. 즉, 공공부문, 민간부문, 커뮤니티의 파트너십 참여를 통한 재원 마련, 유지관리 체계, 통합운영이 이루어질 때 실현가능성을 높일 수 있을 것으로 기대된다.

Abstract

This study aims to suggest care farming to improve the service quality of leisure welfare facilities for the elderly in accordance with the rapidly aging society, by 1) understanding the perceptions of employees working in senior leisure welfare facilities, 2) analysing correlation between partnership and feasibility and 3) proposing implications to enhance the feasibility of partnership-based care farming. To address the aim, this study employed 1) a theoretical review of care farming and public-private partnerships, 2) a non-face-to-face questionnaire survey targeting 59 employees at leisure welfare facilities for the elderly analysed by SPSS 26 statistical software. As a result of the analysis, 1) the employees perceived several stakeholders’(e.g. public, community, and private sectors) involvement in the care farming, 2) public sector was the most preferred as generating income; the local government, the private sector, and the community-the manpower education, and the community-maintenance. 3) Such responsibilities for income generation by private-led and maintenance by community-led maintenance were highly recognised, and 4) interestingly, partnerships-formed participation between the private sector and the community showed a positive and correlation on improving feasibility. Based on these findings, to increase the feasibility of revitalising care farming these are 1) establishing private sector-centred structure of income generation, 2) building a maintenance system through community-led participation activation, 3) setting integrated management framework to maximise feasibility based on multi-partnership structure. Concluding remark is that it is highly expected to increase the feasibility when financial resources, maintenance systems, and integrated management are well-framed through the partnership-centred approaches to care farming based on sharing responsibility between the public, private, and community sectors.
