Abstract
In recent years, China has continuously advanced its rural sustainable development strategy, emphasizing industrial diversification as a key driver for rural economic transformation. Within this context, expanding the multifunctionality of agriculture and developing rural leisure tourism have emerged as critical pathways toward regional sustainability. Henan Province, a major agricultural region in China, possesses not only abundant natural resources but also profound historical and cultural heritage, being widely recognized as a cradle of Chinese civilization. Effectively integrating agricultural, cultural, and tourism resources to explore locally adaptive models of integrated development is thus of significant importance for achieving rural economic transformation and upgrading. Drawing on a questionnaire survey (422 valid responses), field investigations, and data analysis, this study systematically evaluates the current state of agricultural–cultural–tourism integration in Henan Province, identifies key constraints, and examines public perceptions. Building on these findings, five development pathways are proposed: (1) strengthening the government’s guiding role in institutional design and interdepartmental coordination; (2) fostering innovation-driven approaches and exploring collaborative integration models involving multiple stakeholders; (3) leveraging local distinctive resources to create differentiated integration environments; (4) cultivating emerging business formats such as cultural experiential tourism, creative villages, and wellness-oriented rural stays; and (5) promoting the application of digital and intelligent technologies to establish a “smart agricultural–cultural–tourism” ecosystem. The findings offer theoretical insights and practical implications for the sustainable rural development of inland agricultural provinces.
