본 연구는 중국의 중원문화를 대표하는 뤄양을 사례로 관광자원의 특성과 관광개발의 한계를 살펴보았고, 이를 통해 지속가능한 관광의 지향점과 실천 방안을 탐색하였다. 본 연구의 결과는 다음과 같이 요약할 수 있다. 첫째, 다양한 문화와 역사 자원을 보유한 뤄양의 관광개발은 고급화, 녹색화, 지능화, 융합화, 표준화를 지향한다. 둘째, 뤄양의 관광개발은 다양하게 추진되고 있으나, 체계적 계획과 유지 및 관리 전략이 부족하다. 셋째, 관광 인프라와 관광서비스의 수준이 낮은 것은 뤄양이 직면한 문제로 대두된다. 넷째, 지속가능한 관광이 추진되기 위해서 뤄양은 관광자원의 개발과 관리에 대한 인식적 전환과 제도적 정비를 포함한 정교한 거버넌스 시스템이 필요하다.
Abstract
This study examined the characteristics of tourism resources and the limitations of tourism development by taking Luoyang, representing China’s Chungwon Culture, and through this, the direction and practices for sustainable tourism were explored. The results of this study can be summarized as follows. First, Luoyang’s tourism development, which has various cultural and historical resources, aims for advanced, greening, intelligent, convergence, and standardization. Second, Luoyang’s tourism development is being promoted in various ways, but systematic planning, maintenance, and management strategies are insufficient. Third, the low level of tourism infrastructure and tourism services emerges as a problem facing Luoyang. Fourth, in order to promote sustainable tourism, Luoyang needs a sophisticated governance system, including cognitive transition and institutional maintenance for the development and management of local tourism resources.
