Abstract

In this article, HaewaeSajeongGwanggi, a record filed by an official emissary named Jang Ryo who was dispatched from the Chinese Southern T'ang dynasty to Goryeo, is thoroughly examined in terms of the nature of the creation of such record, the contents, and the importance of the record's very existence. The visit of Jang Ryo preceded the well-known visit of the Chinese emissary Seo Geung, which resulted in the publication of the Seonhwa Bongsa Goryeo Dogyeong, by almost 160 years. The title of the record is the only thing left nowadays, and the actual contents are unfortunately unavailable. The central body of the administration represented by the ‘Ten-Seong Offices and Four-Bu Sectors’ structure that was established during the reign of King Gwangjong was what followed the ‘Twelve Offices’ structure established in the first year of King Taejo's reign, who was the founder of the dynasty. After the unification, the Goryeo government continued to develop its administrative system, and the result was the 'Ten Offices and Four Sectors' structure. This structure was actually not based upon the Chinese system developed by the Tang dynasty, and instead it featured an original Goryeo design. This ‘Ten Offices and Four Sectors’ structure was not only a result of governmental reform which exhibited the development process of the administrative structure that had continued since the unification of the Late Three dynasties, but it was also a transitional design signaling the upcoming reforms which would follow in the future. Based upon the establishment of this transitional design, the administrative form of the government continued to change and develop. Later, during the reign of King Seongjong, King Seongjong adopted the Six Department practice and developed it into a form that would suit the Goryeo dynasty situation. By doing so he established and finalized the central body of the administrative system.
