Abstract
This study examines the “S Project”, initiated by the Seoul Metropolitan Government to address educational inequality. The analytical framework is based on the general principles of the United Nations Convention on the Rights of the Child (UNCRC), focusing on three dimensions of publicness in education: realization through public education, democratic governance, and contribution to the public good. Publicly accessible sources such as Seoul Metropolitan Council minutes, official press releases and previous studies were utilized. The findings are as follows. First, the program may deepen dependence on private education rather than strengthening public education, thereby undermining equitable access to learning opportunities. Second, the lack of transparency regarding program outcomes and effectiveness restricts evaluation and participation by stakeholders—including children, caregivers, and experts. Third, the program’s structure, which effectively limits access to children and youth with specific capacities, combined with its standardized delivery, fails to reflect the diverse educational needs of its target population. This study concludes with a policy recommendation for reinforcing public education, enhancing administrative transparency, and reorienting the program toward educational equity.
