참여계획경제 대외무역의 기본 원리: 소련과 러시아 대외무역 체제 변화과정 검토를 중심으로

사회주의체제 대외무역과 관련된 질문에 마르크스뿐만 아니라 여타 참여계획경제 모델 모두 특정 이론을 제공하지 못하고 있다. 마르크스와 참여계획경제 이론가들은 대외무역과 관련된 당위성은 강조하지만 국제무역과 관련된 기초적 개념이나전제조건 및 실행방식에 대한 원리를 거의 제공하지 못하고 있는 형편이다. 따라서구소련과 러시아의 대외무역 제도나 체제, 정책상 변화의 기본 내용과 그 실패 요인들을 파악함으로써 참여계획경제의 대외경제 관계 준거 틀 혹은 기본 원리가 무엇이 되어야 할지 우선 추론해볼 수밖에 없을 것이다. 현실 사회주의 국가의 대외무역발전 과정에 대한 논의를 통해 정리할 수 있었던 실패요인은 크게 다음과 같은 6가지 사항으로 집약할 수 있다. ①비교우위를 통한 세계분업에의 불참과 세계자원의활용 실패-생산의 고도화 및 국제화 실패, ② 국가 독점적 대외무역 전략의 폐쇄성과 비효율성, ③아래로부터의 계획 부재와 생산 균형 체제의 결여, ④ 국내지불수단의 대외 비태환성 문제, ⑤다각적 대외결제시스템 구축 실패, ⑥참여계획방안수립과 계산가능성의 불비 등이 그것이다. 결국 이 6가지 실패요인을 극복해내는 것이 참여계획경제하에서의 대외무역에서 반드시 고려되어야 할 기본요소 혹은 기본원리들로 자리매김할 수밖에 없는 것이다.
Abstract
It is difficult to find prescriptions in Marx’s writings for most questionsrelated to the future socialist economy (known as the participatory plannedeconomy: PPE). Marx’s economic model, as well as all other PPE theories doesnot provide conceptual tools for foreign trade. This study will analysis the failures through the development of the U.S.S.Rforeign trade system, extracting institutional factors necessary for a PPE’sforeign trade. These can be summarized in six points: first, the absence of, andfailure to create sophisticated and internationalized production through using acomparative advantage in the global division of labor, second, the statemonopoly of foreign trade, third, the problem of the non-convertibility of thenational currency and non-circulating labor credits, fourth, failure to establish amultilateral foreign payment system, fifth, lack of planning and productionfrom below, and sixth, participatory planning methods and calculations.
