Abstract
This study aims to explore how educational stakeholders envision and interpret the role of technology and policy before the implementation of the AI Digital Textbook (AIDT) policy in classrooms. To achieve this, in-depth scenario-based interviews were conducted with 37 participants, including teachers, government officials, and educational technology professionals. Drawing on metaphor analysis, the study investigated how participants construct cognitive frameworks, emotional responses, and forms of agency in relation to AIDT. The findings indicate that the participants employed interconnected metaphors across three levels—AI, AIDT, and AIDT policy—indicating a nuanced interplay of expectations, concerns, and strategic assessments. Five narrative types emerged, with AIDT portrayed as, for instance, an “unfinished system,” a “useful tool when properly handled,” or a “threat to public education,” each type reflecting distinct distributions of agency and power among teachers, students, government, companies, and technology. The results suggest that beyond serving as rhetorical devices, metaphors function as interpretive tools revealing how educational technology policies are sensed, symbolized, and socially situated. This study unpacks how AIDT is discursively constructed across the domains of technology, policy, and practice, providing critical insights into the importance of inclusive and balanced stakeholder participation in the design and implementation of educational technology policies.
