Abstract

Marine leisure tourism plays an increasingly important role in the regeneration of coastal cities. However, conventional resort-based development models have led to spatial fragmentation, ecological degradation, and limited integration with urban systems. In response, this study introduces Maritime Urbanism as a conceptual framework for the integrated transformation of marine leisure tourism cities. Anchored in sustainability and transformationism, the framework emphasizes ecological restoration, socio-cultural localization, low-carbon design, and inclusive marine industries. It also incorporates experiential values such as playfulness, meaningfulness, openness, and connectivity to reimagine the city–ocean interface. Four cases—HafenCity (Germany), Odaiba (Japan), Port Vell (Spain), and Oceanix Busan (Korea)—are analyzed to explore how maritime urbanism is implemented in diverse contexts. The analysis highlights flexible and site-responsive strategies that integrate marine space into urban planning. This study contributes to urban and tourism planning literature by proposing a holistic framework that links ecological goals with spatial strategies and human-centered values. It offers practical insights for designing resilient, inclusive, and future-oriented marine cities in an era of climate change and shifting tourism demand.
