The Prospect of Defense Policy in Obama's Second Administration and Its Implications on the Republic of Korea

Barack Obama begins his second term in January 2013. Due to the his reelection, US policies on the Korean Peninsula arouse a hgrowing interest among academics in international politics. Many experts have forecasted that Obama’s second adminstration will implement its policies with continuity and maintain its policies on the Korean peninsula without a radical change. The Obama’s first tour to three Asian countries, Myanmar, Thailand and Cambodia, as a US second-term president, indicates that changes in US policies are unlikely to occur. Under these circumstances, the purpose of this study is to discern the implications for the ROK security and defense policies by analyzing the Obama’s second term defense policy and military strategies. For this, this study shall proceed first to identify the main factors, both internal and external, which affect changes in the US defense policy. Then, it will explore the evolution of the US defense policy and military capability by analyzing the US strategic documents such as New Strategic guideline, National Military Strategy, and Joint Operational Access Concept. On the basis of these analyses, it will discuss the influence on the Korean peninsula of Obama's second adminstration. Lastly, instead of drawing a general conclusion, the study will present some implications on the ROK government.
