시민참여 미디어로서의 인터넷 미디어 토론방- 가능성과 한계 -

초록

본고의 목적은 인터넷 미디어 토론방의 구조적 특징, 상호작용 양식 및 트렌드 변화를 중심으로 인터넷 여론 형성 메커니즘과 작동 원리를 분석하고, 나아가 그 민주주의적 잠재력과 한계를 예증하는 것이다. 조사 결과, 최근 몇 년 사이 우리나라 인터넷 미디어 토론방은 이용자의 표현 욕구를 충족시키고 시민참여를 활성화하는 방향으로 진화해 왔다. 토론참여공간의 수가 크게 늘었을 뿐만 아니라, 게시글 구조가 다양해졌으며, 예전보다 훨씬 더 많은 수의 시민들이 사회적 맥락이나 자신의 사회경제적 지위에 얽매이지 않고 자유로이 토론에 참여할 수 있게 되었다. 그런 점에서 우리나라 인터넷 미디어 토론방은 이제 시민참여미디어로서의 위상을 어느 정도 확보한 것으로 판단된다. 하지만 우리나라 인터넷 미디어 토론방이 ‘열린사회’를 위한 민주적이고 성찰적인 공론장으로 정착되었다고 보기는 어렵다. 정치 이슈 중심의 의제 설정이나 갈등 현안에 대한 협애한 인식에서 보듯, ‘열린 공론장’이라고 하기엔 사회적 의제의 폭과 깊이 및 참여 집단의 스펙트럼이 너무 좁다. 또 비록 인터넷 미디어 토론방을 통해 예전보다 훨씬 더 많은 수의 시민들이 물리적으로는 공론장에 들어올 수 있게 되었지만 이에 걸 맞는 다양한 목소리가 표출되고 상호 이해가 모색되기보다는 근거 없는 정보와 추측, 논리성과 객관성이 결여된 ‘펌글’과 ‘댓글’ 이 압도하고 있다. 논쟁의 소지가 많은 의제에 대한 토론이 극단적인 입장으로 양분되는 것도 문제다. 사회적인 분쟁이나 갈등이 발생할 경우 인터넷미디어 토론방은 이를 완화하기보다는 오히려 더욱 증폭시키는 경향이 강했다. 이러한 문제들을 해결하기 위해서는 공급과 수요 및 사회문화 측면 모두에 서 개선 노력과 변화가 요망된다. 공급자 측면에서는 댓글에 대한 글쓴이의 책임성을 제고하고, 조정자의 역할을 강화하며, 이용자들의 자율 조정 및 상호평가를 고무하도록 게시판 구조를 개선할 필요가 있다. 하지만 더욱 중요한 것은 이용자의 인식 변화 및 소통 역량 강화이다. 무엇보다도 참여의 주체인 시민들이 사회적 의제에 대해 숙고하고 토론하며 대안을 제시할 수 있는 역량을 갖추고 있어야 한다. 이러한 소양과 역량은 학교 등 오프라인 공간에서의 민주주의 교육과 시민정신의 고양을 통해서도 이루어질 수 있지만, 온라인 토론 모범 사례의 발굴 및 전파, 사이버 교육, 기존 정보화 교육 프로그램의 업그레이드 등을 통해서도 가능하다. 더불어, 사회 전반에 걸쳐 상호 존중과 관용의 문화가 공유되고 확산될 때 인터넷 미디어 토론방은 명실상부 시민참여미디어로서 자리매김될 수 있을 것이다.

Abstract

The purpose of this essay is to explore the forms and characteristics of interaction in discussion rooms within the Korean Internet media named toronbang, and further, to illustrate their democratic potential and limits. Results of the research can be summarized as follows: First, discussion rooms of the Korean Internet media have developed in the direction in which civil participation has expanded and the participants' desire for self-presentation is more satisfied. However, they still have not become established in a matured democratic public sphere. An excessively political issue oriented agenda setting and a too narrow understanding of social agendas are characteristic of the present toronbangs. Second, a one-sided agenda-setting, a 'driving away' by a small group of active netizens called 'controversialist', infringement of personal rights, populism and 'witch hunting' occur frequently in Korean torongangs. Third, it has also become an issue that discussion rooms of Internet media tend to amplify rather than ease social conflicts and dissentions. To solve these problems, not only should the supplier's side be changed and improved, but also users' side. On the supply side, the moderators' coordinating role in disputes should be strengthened, and the structure of bulletin board system should be redesigned toward stimulating self-regulation and mutual evaluation of participants. More important are, however, the efforts on the participants' side. In particular, the change of the participants' consciousness, the elevation of the users' communicative competency, the diffusion of culture of mutual respect and tolerance should be examined.
