초록

The paper seeks alternatives for the local economic development (LED) for the Kyrgyz Republic. For this purpose, the two role models are selected: the European Union’s LEADER and the Republic of Korea’s Saemaul Undong. The author outlines the theoretical frameworks of the LED, the Saemaul Undong, and the LEADER. Theories such as partnership building, local participation, and endogenous and exogenous development applied to bottom-up and top-down approaches outlined in the paper. A comparison of these role models reveals that Saemaul Undong’s top-down approach facilitated the full participation of the high-ranking officials, local governments, and villagers. Additionally, the traditional culture of cooperation such as dure and hyangyak, have strengthened the spirits of Saemaul Undong and positively affected people's mindset change. The LEADER, on the other hand, is aimed at establishing partnerships through the formation of local action groups to mitigate disparities that arise in the diverse and heterogeneous context of the European Union. The collaboration with the public, private sector, and community are fundamental characteristics of the LEADER’s bottom-up principles. Based on these main characteristics and principles, the paper explores the applicability of these models to the Kyrgyz Republic. For the application, the paper proposes a tripartite stakeholders’ model for local economic development to expand opportunities and improve the quality of life in rural areas of the Kyrgyz Republic.
