Abstract
When discussing local finances, financial relations between governments should be considered because local finance is in an organic relationship with the central finances. In particular, the local finance mediation system is a representative form of financial relations between the government with the function of securing financial resources and fiscal equalization. The special grant is a kind of local subsidy, which is one of the local finance mediation system. The details of it have not been disclosed until just a few years ago and therefore criticism of transparency and appropriateness of allocation has been continuously raised. In spite of the fact that the special grants has been more specifically distributed to the areas where the president’s home or voting rate was high in each of the past governments, and the president has used the special grants for his policy projects, there are no cases of special grants studies focused on the president. Thus, this paper analyzed the effect of the president’s political influence on the allocation of special grants by using from the Roh Moo-hyun administration to the Park Geun-hye administration’s 12-year allocation of special grants data (from 2005 to 2016) which are belonged to 226 cities, counties and districts in the whole country. The dependent variable is the natural log of the allocation amount of special grants. The explanatory variable is the political influence of the president, such as the political base area of the president and the rate of the local vote in the presidential election. Panel GLS was used as an analytical method to control the heteroscedasticity and autocorrelation, which is a disadvantage of panel data. As a result of the analysis, the president’s political base among the president’s political influence has a positive effect on the allocation of special grants. In addition, fiscal self-reliance in the social and economic factors, which are control variables, affects the allocation of special grants in negative direction and ratio of debt to budget and number of population in positive direction. The analysis also showed that the special grants are less allocated to counties than cities among administrative districts. Among the political factors, the affiliation party of the head of local government affects the allocation of special grants in positive direction and total seniority of the local members of the National Assembly in positive direction. Among the environmental factors, local elections have a positive effect and global financial crisis and revision of the Local Subsidy Act have a negative effect on the allocation of special grants. Also, the analysis of each government showed that the allocation of special grants differs according to social, economic, and political environment of each government.
