구유통 정치(Pork-barrel politics)가 특별교부금 배분에 미치는 영향에 관한 연구: 부동층 모형을 중심으로

초록

본 연구는 구유통 정치(pork-barrel politics)가 특별교부금 배분에 미치는 영향요인을 밝히고, 부동층 모형을 통해 기존 연구에서 밝혀지지 않은 영향요인을 실증적으로 탐색하고 분석하는 것을 목적으로 한다. 이를 위해 본 연구에서는 선행연구 검토를 통하여 특별교부금 배분에 영향을 미치는 요인으로 사회경제적 요인, 정치적 요인을 도출하고 이에 더하여 부동층 모형(swing-voter model)에 근거한 지역의 ‘지지안정성(support stability)‘을 변수로 선정하였다. 또한 5년간의 안전행정부의 특별교부금 공식자료를 사용하여 총 1226개의 지방자치단체를 대상으로, 자치단체장과 국회의원의 정당의 집권여부를 구분하여 총 4개의 지역으로 분류한 뒤, 다중회귀분석을 시도하였다. 분석결과 자치단체장과 국회의원이 모두 야당인 지역에서 지역의 지지안정성과 특별교부금 배분이 부(-)의 관계가 있는 것으로 나타나, 지역의 대표자들이 모두 야당이고 지지안정성이 낮을수록 특별교부금 획득에 더 적극적인 것으로 나타났다.

Abstract

This study aims to empirically analyze influential factors on special grants share allocation including support stability hypothesized by swing-voter model. Based on previous literature, the research model of this paper includes socioeconomic factor, political factor, and support stability affecting the pork-barrel politics and thereby special grant allocation. Five year panel dataset of special grant allocation officially provided by MOSPA is analyzed by categorizing local government head and legislators based on party affiliation. The analysis results found that in the data set of local government head and legislator are in a opposition party, there is a negative(-) relation with the support stability and special grants allocation. Such results imply that in case that the local government head and legislator are in a opposition party, the constituency’s support stability is more likely to be lower, and thereby the more allocation of special grants is expected.
