고교다양화 정책에 대한 비판적 논의

Abstract

In Korea, where competition for college entrance exams is one of the most intense in the world, the policy of high school diversification, including autonomous private high schools and special purpose high schools, is of the most interest to parents and parents. However, it is questionable whether serious discussions and reviews have been made on the validity of the policy of high school diversification, which is frequently changed depending on the regime, with little consideration or reflection on the opinions and positions of students and parents who are direct parties to education. In this context, the political neutrality and legal aspects of high school diversification policy education, as well as the essential aspects of education such as excellence and fairness, were discussed. This provided a basis for finding a way forward for sustainable secondary education regardless of changes in the regime, and it was intended to urge the establishment of an education policy that could restore trust in school education. Until now, the policy of diversifying high schools has not been valid for the essential purpose of education, and it is difficult to say that the "principle of political neutrality in education" stipulated in the Constitution is being realized. It is also far from the essential purpose of education. Education's excellence should be pursued through the diversification of curriculum programs based on fairness rather than the diversification of the school system. The process of practicing fairness is the pursuit of true excellence. It is not correct from the point of view of justice that the state is only interested in the education system that meets the needs of talented students in the pursuit of excellence and neglects overall educational innovation for the pursuit of excellence for many students. A short-sighted education policy is oriented, and a long-term education policy that considers both aspects should be established in that institutions and consciousness interact. The state should establish an education policy to cultivate not only the eternal excellence of all students, but also the potential excellence. This is the true fairness and justice of education.
