Abstract
This article explores the issue of women's poverty situated in the context of democracy after democratization and gender-governance in the Philippines. It asks the question why women's poverty is intensifying, particularly within the context of democracy and gender -governance supposed to seek gender equality and human rights. Firstly, it examines the reality of deepening women's poverty constructed as an intersection of diverse social cleavages such as gender, class, locality and race. Women's poverty is inextricably associated with socio-economic monopoly of male-centred elite groups, which is a main condition of women's poverty worsend and intensified. Secondly, it analyses the success and failure of gender-governance strategies implemented by the cooperation of democratic governments, women's movement groups and women NGOs to eradicate women's poverty. While the state-NCRFW's strategies such as micro-fiance and micro-credit are capable to fulfill practical gender needs/interests, it seems to limit deconstruct the socio-economic monopoly, which prevents poor women from the access to better social resource redistribution. Women's movement groups/NGOs' engagement with gender-governance takes a double strategy: pursuing practical gender interests/needs as well as strategic gender interests/needs. Unlike the state, women's groups aim to oppose the socio-economic monopoly and neo-liberal economic policy that sustains monopoly of elite groups, figuring out alternative governance. Attempting to create alternative gender-governance, this paper finally suggests feminists to deconstruct the Western-centered discourses/policies and reconstruct them in consideration of specific social context and nature of postcolonial Philippine.
